John Denis Moran of Madison, passed away at University Hospital on December 28, 2025 following a brief hospitalization. He was 83.
Denis was blessed with a quick wit, a ready laugh, a keen intellect, and that rare ability to truly listen. He leaves a legacy not only of public service, but of cherished friends and colleagues and, most importantly, a loving family.
Denis treasured his family, both in quiet conversation and big family gatherings. His Thanksgiving dinners were legendary. And just a few months before his passing, he enjoyed a spirited and memorable reunion on Cape Cod with more than 50 members of the extended Moran clan.
Denis enjoyed active travel, Irish music and good conversation. He was an ardent supporter of Notre Dame throughout his life. He was a fierce competitor on the racquetball court and the golf course, and no slouch on a road bike, ski hill, kayak or sailboat. But much as he loved sport, he enjoyed the camaraderie and the lasting friendships he made even more. He was fond of saying, “who has more fun than people?” and made sure that they did and so did he.
Denis was born in Boston, MA on July 13, 1942 to the late John Vincent and Margaret (nee Fitzpatrick) Moran. He spent his youth there, graduating from Boston Latin School in 1960.
He married Kathleen DePietro in 1964, and together they raised three children. They moved to California in 1965, where Denis worked in law enforcement and continued his college education, graduating with a degree in Public Administration.
He entered one of the first graduating classes of the National Center for State Courts’ Institute for Court Management. The family then moved to Philadelphia where Denis worked in court administration and attended law school, earning his juris doctor from Temple University in 1975.
In 1978, Denis was appointed as Wisconsin’s first Director of State Courts and was instrumental in formulating the policies to develop and implement the new system. During his 25-year tenure as Director, Wisconsin’s court system earned a reputation as among the best in the nation. Under his leadership, the court system implemented a statewide computer system in the circuit courts (now the Consolidated Court Automation Programs), a project that became a model for courts across the country. His many contributions included efforts to improve courthouse security, strengthen customer service, expand continuing education opportunities for Wisconsin judges, and establish court interpreter services. In 2015, at the request of the Supreme Court, Denis interrupted retirement for two years to return as Interim Director of State Courts, providing steady, principled leadership during a period of transition.
Denis’s service extended to the national level as well, where he held leadership positions with the National Center for State Courts and the Conference of State Court Administrators. In 2002, the National Association for Court Management presented him with its Award of Merit, recognizing leadership and excellence in judicial management and court administration.
Beyond his professional accomplishments, Denis was simply a good man. He valued his colleagues, welcomed diverse perspectives, and maintained an abiding commitment to the institution of the Court and the independence of the judiciary.
Denis is survived by his longtime partner Emily Mueller of Racine, by his children Michael Moran of Edgerton, Kellie (Daniel) Miller of Madison, Shawn (Wit) Davis of Middleton, and their mother Kathleen Moran of Port Orange, Florida; grandchildren Jackson (Hannah) Moran, Gina (Gracia Nauman) Moran, Madeline, Joe and Lydia Miller, Ella, Kinsey and Olivia Davis; and great grandson Theo Moran. He is further survived by his brother Kevin (Maureen) Moran of Marietta, GA, sister Susan Knauf of Lansdale, PA, and many nieces, nephews and dear friends. He was preceded in death by his parents, his sister Lois Skinner, brother-in-law Jim Knauff, and best friends, David DuCharme and Larry Studesville.
A celebration of Denis’s life will be held on Saturday, May 16 at 11:00 a.m. at Orchard Ridge United Church of Christ, 1501 Gilbert Road, with Rev. Kate Mackey officiating. Relatives and friends may greet the family at the church from 10:00 a.m. until the time of service, and at a reception following the service to share fellowship and memories.
