Chyi-Shan Chang, age 87, of Madison, WI, passed away peacefully on Wednesday, December 3, 2025, at home. He is survived by his wife Tun-Mei, his daughter Margherita Lai, his two sons Wilson Chang and Winston Chang, and his grandchildren Amelia, Simon, Merina, Sabine, Evan, Lila, and Elliott.

Chyi-Shan was born on July 1, 1938 in Madou, Taiwan and grew up on a small family farm. The youngest of five children, Chyi-Shan was the first in his family to graduate high school. He taught elementary school in Kaohsiung for 3 years, then went to college to earn a Bachelor's Degree in Civil Engineering at Chung-Yuan University. After immigrating to the United States to further his education, he earned a Master’s Degree in Aerospace Engineering at the West Virginia University where he met his future wife, Tun-Mei Yu. They married on July 5, 1970, in Morgantown, West Virginia.

After marrying, they moved to Wisconsin where he earned a Master’s degree in computer science at University of Wisconsin - Madison. He held Professional Engineer licenses in both Wisconsin and Taiwan. Chyi-Shan spent his professional career working in the utilities industry, at the Wisconsin Public Services Commission, the Wisconsin Department of Revenue, and as a self-employed consultant.

Chyi-Shan deeply valued education, believing it to be a doorway to opportunity, growth, and a better future. He held a lifelong respect for learning and encouraged those around him to pursue every opportunity possible. He took great pride not only in the achievements of his children, but also in those of his nieces and nephews, celebrating their successes as if they were his own. Generous with his time, guidance, and support, Chyi-Shan believed in the potential of others and helped everyone he could gain access to opportunity.

Chyi-Shan was also a passionate supporter of Taiwan independence, holding deep convictions about freedom, democracy, and self-determination. These values reflected his deep sense of identity and remained important to him throughout his life.

In retirement, Chyi-Shan embraced an active lifestyle as a dedicated fitness enthusiast, keeping a busy schedule of City of Madison fitness classes, cycling, and mall walking at West Towne Mall during the winter months. Through these activities, he formed meaningful friendships, finding both joy and connection in staying active.
